基隆市消防局今天早上舉行「新、卸任局長布達交接典禮」，前局長唐鎮宇於民國91年接任至今，在位近16年經歷3位市長，昨天終於屆齡退休，由原副局長陳龍輝接任，市長林右昌表示，本次人事優先從消防局內部晉升，陳龍輝成為首任副局長直升的局長。

基隆市消防局成立至今19年，首任局長為張世欽，唐鎮宇當時擔任大隊長，民國91年唐接任局長，將近16年都沒有換過，期間更歷任許財利、張通榮，以及現任的林右昌3位市長。

陳龍輝是中央警察大學51期消防學系畢業，分派到基隆歷任分隊長、技士、課長，秘書以及副局長，從基層向上做起，在基隆服務超過30年，成為基隆市消防局第3任局長。

林右昌表示，這次消防局長的人事，他優先考量從消防局內部晉升，也是消防局成立19年來，首次由副局長直升局長案例；他說，希望藉由這次交接，為所有基層消防同仁立下標竿。
